BRIDGETOWN, BARBADOS — In what is being described as the most radical shift in Caribbean educational testing in half a century, the Caribbean Examinations Council (CXC) has announced sweeping structural reforms that will completely phase out traditional School-Based Assessments (SBAs) for the vast majority of non-practical subjects.

The regional examining body confirmed that the rapid, uncontrolled proliferation of generative Artificial Intelligence (GenAI) tools has made it impossible to reliably verify independent student authorship in traditional take-home coursework. The sweeping decision follows intensive multi-sector consultations across 21 Caribbean states and territories and is slated to roll out in stages beginning with the 2027 academic year.

According to CXC Registrar and Chief Executive Officer, Dr. Wayne Wesley, the intervention is a necessary defensive move to safeguard the international credibility of Caribbean Secondary Education Certificate (CSEC) and Caribbean Advanced Proficiency Examination (CAPE) qualifications.

“The SBA has served Caribbean students exceptionally well for nearly five decades, and we do not reform it lightly,” Dr. Wesley stated. “But the integrity of our regional qualifications is not negotiable. When a system designed to assess an individual student’s organic work can no longer reliably do so due to technological shifts, we have a firm obligation to act decisively. This is not an attempt to ban AI from the learning process, but a step to ensure our final grades reflect genuine student competency.”

The New Paper 032 Assessment Framework

For core non-practical subjects—including Mathematics, English, Caribbean History, Social Studies, and Principles of Business—the take-home SBA will be replaced by an upgraded version of Paper 032 (the existing alternative exam) sat strictly under controlled examination conditions. To preserve the reflective, extended nature of learning, CXC is introducing three critical modifications to the exam environment:

  • Advance Material: Candidates will receive their core examination research topics approximately one month before the test date to allow for thorough preparation.
  • Extended Testing Windows: Additional time will be permanently allocated within the examination room to facilitate detailed, long-form written responses.
  • Reference Notes Permitted: Candidates will be legally allowed to bring a set of structured reference notes into the examination room to assist their analytical writing.

Transition Timelines & Practical Subject Exemptions

CXC’s Director of Operations, Dr. Nicole Manning, outlined a strict implementation roadmap to minimize disruption for schools. CAPE candidates will transition fully to the new Paper 032 format by May–June 2027. For CSEC, schools can choose between the traditional SBA or Paper 032 during a transitional 2027 grace period, ahead of a mandatory, full transition across the board by May–June 2028.

Importantly, subjects that are fundamentally practical or hands-on in nature—such as Agricultural Science, Visual Arts, Music, Physical Education, Technical Drawing, and Food, Nutrition, and Health—are entirely exempt from the phase-out. For these fields, project-based portfolio assessments will be retained, as hands-on competencies cannot be accurately replicated within a traditional written exam setting.

St. Vincent Eliminates Secondary School Registration Fees to Ease Household Financial Pressures

KINGSTOWN, ST. VINCENT — Moving to insulate low-income households from rising living costs, the Government of Saint Vincent and the Grenadines has announced the total elimination of all registration and processing fees for first-form students entering the secondary education system.

The sweeping policy shift applies immediately to all incoming students enrolling in both public high schools and government-assisted private secondary institutions across the multi-island state. Education and Vocational Training Minister Phillip Jackson confirmed that under the new directive, secondary schools are strictly prohibited from demanding upfront fees for admissions processing, student identification card generation, or general administrative registration.

Minister Jackson emphasized that the removal of these persistent entry-level costs forms part of a broader, structural state strategy to ensure that the transition from primary to secondary education remains universally affordable and accessible. By removing these financial barriers at the school gates, the administration aims to ensure that no Vincentian family faces economic hardship or enrollment delays as their children advance to higher academic tiers.

Permanent Freeze: Canada Halts Parents and Grandparents Sponsorship Program Until Further Notice

OTTAWA, CANADA — In a major policy reversal that strikes a heavy blow to thousands of immigrant families, Immigration, Refugees and Citizenship Canada (IRCC) has announced an immediate, indefinite pause on the intake of all new applications under the Parents and Grandparents Program (PGP).

The surprise declaration means that Canadian citizens and permanent residents will face an indefinite freeze on sponsoring their overseas elders for permanent residency, unless the federal cabinet chooses to alter its current path. The PGP, which last allowed open submission of new Interest to Sponsor forms in 2020, has long struggled with a massive backlog, with more than 50,900 completed applications currently trapped in the processing pipeline.

Federal immigration officials clarified that while the intake door has been slammed shut to new applicants, IRCC will continue to process the tens of thousands of PGP sponsorship applications already in the system. In line with the newly structured 2026–2028 Immigration Levels Plan, the Canadian government has capped permanent residency approvals through this specific family reunification stream at exactly 15,000 individuals per year.

Legal analysts and immigration attorneys note that the pause reflects an aggressive, macro-level effort by Ottawa to reduce the volume of permanent resident intakes following intense domestic pressure surrounding housing shortages and overstretched social systems. For families cut out of the residency lottery, IRCC has pointed to the Canadian “Super Visa” as the sole remaining alternative. While the Super Visa allows parents and grandparents to visit and reside in Canada for up to five years at a time on a multi-entry 10-year document, it strictly bars them from accessing public healthcare coverage or obtaining full civic and residency rights.
