GEORGETOWN, GUYANA — In a significant diplomatic engagement, His Worship Alfred Mentore, Mayor of Georgetown, led a delegation from the City Council in a critical dialogue with the Political and Economic Team from the United States Embassy on Wednesday. The meeting, held at the behest of the municipal government, aimed to address what the Mayor describes as a systemic erosion of the separation of powers in city governance.

Accompanied by key members of the Finance, Social Development, and City Works committees, Mayor Mentore met with U.S. Embassy officials Russell Zalizniak and Logan R. Council to outline several grievances regarding the relationship between the City Council and the Central Government.


The “Unilateral Control” Conflict

At the heart of the discussion was the principle of local government autonomy. Mayor Mentore expressed grave concerns over what he characterized as “unilateral moves” by the central administration to bypass established municipal protocols.

  • Separation of Powers: The Mayor argued that the current trajectory of government intervention undermines the legal and practical independence of city and regional governance.
  • The “Street Seizure”: A primary point of contention was the government’s recent move to take control of 57 municipal streets. Mentore characterized this as an infringement on the City Council’s jurisdiction over local infrastructure.
  • Lack of Consultation: The Mayor told Nightly News that these actions are being taken without the necessary dialogue or agreement from the elected city representatives.

Financial Starvation: The Subvention Standoff

Beyond infrastructure, the Mayor highlighted a “chronic underfunding” crisis that he claims is crippling the Council’s ability to provide essential services to the residents of Georgetown.

  • The Starvation of Funds: Mentore alleged that the Council is being “starved” of necessary financial resources.
  • Budget vs. Reality: He noted that while the Central Government frequently includes allocations for rates and taxes in various national budgets, these funds “most times do not reach us.”
  • Impact on Services: The Council maintains that without these subventions and the timely payment of government rates, maintenance of drainage, garbage collection, and city lighting remain at risk.

Seeking International Support

The engagement with the U.S. Embassy team is part of a broader strategy by the Mayor and City Council to foster cooperation with international partners on political and economic issues. By involving the Embassy’s Political and Economic Team, the Mayor is signaling that the internal governance struggle in Guyana has implications for regional stability and democratic principles.

Both parties concluded the meeting with a mutual commitment to continued engagement, exploring potential avenues for collaboration between the Georgetown Mayor and City Council and the United States.
