GEORGETOWN, GUYANA — The Government of Guyana is officially activating “Mode 2” of the historic $100,000 Cash Grant distribution, specifically targeting the nation’s most vulnerable citizens. In a late-night update on Tuesday, April 7, 2026, Senior Minister with Responsibility for Finance, Dr. Ashni Singh, assured the public that shut-in pensioners and hinterland residents without bank accounts will not be bypassed by the digital registration process.
With over 600,000 Guyanese eligible for the one-off payment, the Ministry of Finance is now shifting from a purely online approach to a “boots-on-the-ground” strategy to ensure total national coverage.
The Shut-In Initiative: Bringing the Grant to the Doorstep
Recognizing that thousands of senior citizens are physically unable to visit help desks or navigate the online portal, Dr. Singh announced a proactive outreach program set to begin by the end of this week.
- Data-Driven Outreach: The government will use the existing National Insurance Scheme (NIS) and the Old Age Pensioners Register to identify shut-ins across all ten administrative regions.
- Home Registrations: Mobile teams will be deployed to the homes of these individuals to facilitate their registration and verify their identity in person.
- Ease of Access: “We are going to roll out a special initiative to assist shut-ins… making the process for these vulnerable pensioners easier,” Dr. Singh stated, emphasizing that the burden of registration should not fall on the infirm.
Region 9 and the Hinterland: The Cheque System
While the government prefers direct bank transfers for speed and transparency, Dr. Singh revealed that President Irfaan Ali has issued specific instructions to accommodate those in remote areas without access to the formal banking system.
- Cheques for the Rupununi: In Region 9, teams have already processed and printed 10,417 cheques for residents. This manual intervention ensures that those in deep-hinterland villages can receive their funds despite the lack of commercial banks.
- Expansion to Other Regions: Similar mobile teams are being prepared for deployment to other hinterland regions (Regions 1, 7, and 8) to provide the same level of on-site registration and cheque distribution.
- Bank Account Drive: Despite the use of cheques, Dr. Singh urged every eligible citizen to eventually open a bank account to facilitate future government transfers and modernize the national economy.
Progress Report: 150,000 and Counting
The Minister provided a significant update on the scale of the distribution since the portal went live.
- Current Reach: More than 150,000 Guyanese have already received or are in the final stages of receiving their grants.
- Help Desks: For those on the coastland who are having difficulty with the portal, the Ministry is establishing physical help desks at various government offices countrywide.
- Verification: Dr. Singh reminded the public that while the process is being expedited, strict verification remains in place to prevent fraud and ensure that only eligible Guyanese citizens receive the $100,000.
A Massive Logistical Undertaking
As the 2026 cash grant rollout continues, the move toward home visits and manual cheque distribution in the interior underscores the government’s commitment to an equitable “One Guyana” economy. By the end of this month, the Ministry of Finance expects to have reached the majority of the population, providing a significant $60 billion GYD injection into the local economy just in time for the 60th Independence Anniversary celebrations.
