GPL Issues Ultimatum to China Railway Over Sophia Power Disaster

GEORGETOWN, GUYANA — The Guyana Power and Light Incorporated (GPL) has launched a multi-million-dollar legal offensive against China Railway First Group (Guyana) Incorporated, demanding over $30.6 million in damages following a catastrophic infrastructure mishap on Sunday. The utility company has given the international contractor a 14-day ultimatum to settle the debt or face a high-stakes battle in the High Court.

The incident, which occurred during road expansion works along Dennis Street, Sophia, plunged tens of thousands of customers across Georgetown and Greater Demerara into a near 10-hour blackout.


The Anatomy of a Blackout

At approximately 08:50 hrs on Sunday, April 26, a massive disruption rippled through the national grid when heavy-duty machinery operated by the contractor struck one of the city’s most critical energy arteries.

  • The Target: The excavator made direct contact with the L10 Transmission Line, a 69,000-volt link connecting the New Georgetown and Sophia substations.
  • Systemic Failure: The strike caused the entire L10 line to trip, leading to widespread outages that disrupted households, businesses, and essential services across Region 4.
  • Safety Breach: GPL has officially classified the incident as a “serious breach of safety and operational requirements,” noting that no prior coordination was made with the utility company before heavy equipment was operated near the high-voltage lines.

Arrests and Accountability

The fallout has already extended into the criminal justice system. Following an immediate investigation by the Guyana Police Force, a site engineer for the project, identified as Xiou Wei, was arrested in connection with the damage.

  • Demand for Recovery: GPL’s legal team has issued a formal demand letter to Mr. Ma Qiang, Project Manager of China Railway First Group, seeking exactly $30,645,189 for losses incurred.
  • The Ultimatum: The contractor has been given two weeks to pay the full amount. Failing this, GPL has vowed to pursue the full brunt of the law to recover costs.
  • Zero Tolerance: This move follows a directive from the Public Utilities Commission (PUC) to hold contractors financially accountable for infrastructure damage rather than passing costs onto consumers.

A Warning to the Sector

GPL is using this multimillion-dollar claim as a clear warning to all operators currently engaged in Guyana’s construction boom. The company reiterates that contact with electrical infrastructure presents a “grave and immediate danger to life,” with the potential for fatalities in addition to widespread system damage. As the 14-day clock begins to tick for China Railway, the message to contractors nationwide is unambiguous: coordinate with GPL, or be prepared to pay the price.
