MP MAHIPAUL CRITICISES GOVERNMENT’S POOR IMPLEMENTATION OF 2025 BUDGET, URGES STRICTER FISCAL POLICIES TO ENHANCE ACCOUNTABILITY

Member of Parliament Ganesh Mahipaul has intensified his criticism of the People’s Progressive Party Civic (PPPC) Government, accusing it of weak fiscal planning, poor budget execution, and inadequate transparency in the management of public funds.

Speaking at a weekend press conference, the A Partnership for National Unity (APNU) parliamentarian argued that the administration continues to announce high-profile programmes as policy triumphs without demonstrating the long-term budgetary framework required to sustain them.

Mahipaul, who serves as the Shadow Minister of Local Government and Regional Development, told reporters that Guyana’s accountability systems are “under threat,” noting that many of the ambitious initiatives outlined in the 2025 Budget have not materialised.

He cited concerns about insufficient risk assessments, poorly defined contingency plans, and the absence of transparent fiscal buffers — all of which he said are essential for responsible governance.

“Good governance demands that ongoing commitments align with sustainable financing, accurate costing, and clear performance indicators,” Mahipaul stated, adding that the government frequently makes commitments “without a thorough policy, budget, and implementation plan.”

He warned that this approach creates a pattern of “promise today, shortfall tomorrow,” which disproportionately affects vulnerable households and increases the risk of corruption through weak procurement oversight.

Mahipaul has since called on the government to implement several reforms, including:

  • A published medium-term fiscal framework that aligns programme commitments with credible financing;
  • Stronger parliamentary scrutiny, supported by timely cost details and financial analysis;
  • A public register of significant projects, disclosing procurement status and execution progress to reduce uncertainty and mitigate corruption risks.

According to Mahipaul, these measures are necessary to restore public trust and ensure that taxpayer funds are used responsibly and efficiently.
