Guyana Launches $1.2M US Digital Registry to Transform Social Services Delivery

Georgetown, Guyana – The Ministry of Human Services and Social Security has launched a groundbreaking Beneficiary Registry and Document Management System (BRDMS), designed to fully digitize the delivery of over 50 core social services to vulnerable populations nationwide.
Speaking at the official launch on Tuesday, Minister Dr. Vindhya Persaud described the initiative as a “digital roadway” to greater efficiency, transparency, and inclusivity in public service delivery.
“Today, we recognize the importance of data—why it is essential in crafting strategic and transformational policies,” Dr. Persaud said.
The BRDMS is expected to benefit approximately 100,000 Guyanese, including the elderly, pensioners, survivors of gender-based violence, and persons living with disabilities. It will enable faster processing, reduce paperwork, and enhance evidence-based policy planning.
The system—developed by Synergy International Systems, Inc. for US$1.2 million—is expected to reduce application processing times from weeks or months to just minutes. Over 300 computers and 50 printers have already been deployed to regional offices nationwide, ensuring full geographic coverage.
“We’re doing things that are carefully thought out, meticulously designed, and aimed at long-term progress,” the Minister added.
The platform will also allow the ministry to expand services into new communities and better integrate existing support systems, strengthening Guyana’s overall social protection framework.
This digital transformation marks a significant milestone in the government’s broader push for tech-driven governance and citizen-focused service delivery.
