Unauthorized Use of Guyana’s Flag, Fireworks Regulation in T&T, and New U.S. Visa Scheme Highlight Regional Developments

The Guyana Maritime Administration (MARAD) has raised alarm over the growing unauthorized use of Guyana’s national flag by vessels that are not registered in the country, describing the practice as unacceptable and a threat to maritime integrity.

According to MARAD, the United States Government recently encountered the motor tanker Skipper, formerly known as Adisa, in international waters. The vessel was found to be falsely flying Guyana’s flag despite having no registration in the country. MARAD said it will continue working with international partners and maritime agencies to identify and take action against vessels engaging in such unauthorized use.

The incident has also drawn international attention. U.S. President Donald Trump described the Skipper as the largest crude tanker ever seized by American authorities. However, the Venezuelan government has strongly condemned the seizure, labeling it an act of piracy. Venezuelan officials accused the Trump administration of attempting to seize the country’s oil resources and called for national unity, urging the international community to reject what they described as aggressive and unlawful actions.

Meanwhile, in Trinidad and Tobago, Parliament has approved new legislation regulating the use of fireworks amid growing concerns about public safety. Lawmakers agreed that fireworks are not toys, but explosive devices capable of causing serious injury and damage.

The legislation, officially titled the Summary Offences (Amendment) Bill, 2025, also known as the Fireworks Regulation Bill, was piloted by Attorney General Reginald Armour. He noted that while fireworks have become a common feature of celebrations, their misuse has increasingly posed risks to life, property, and public order.

Authorities highlighted that excessive noise and improper handling of fireworks disproportionately affect vulnerable groups, including children, the elderly, individuals with medical conditions, and animals. There are also heightened concerns about fires damaging homes and businesses when fireworks land on rooftops or enclosed spaces.

On the international front, U.S. President Donald Trump has officially launched a new immigration initiative known as the “Trump Gold Card” visa. The programme allows foreign nationals to pay US$1 million to fast-track their visa applications, while companies may sponsor foreign workers by paying US$2 million.

Speaking at a White House roundtable, President Trump described the initiative as an exciting development for both the United States and prospective applicants. The programme’s official website, trumpcard.gov, promises expedited U.S. residency processing, positioning the visa as a premium pathway for foreign nationals and corporations seeking quicker access to the American labour market.
