Gov’t Invites Contractors To Build 400 Square Foot One-Bedroom Homes In Social Housing Programme Drive

GEORGETOWN, GUYANA — In an effort to assist the country’s most economically disadvantaged citizens, the Ministry of Housing and Water, through the Central Housing and Planning Authority (CH&PA), has formally issued an invitation for Expressions of Interest (EOIs) for the construction of 400-square-foot one-bedroom flat housing units.

The initiative forms the core operational rollout of the Social Housing Programme previously announced by President Dr. Mohamed Irfaan Ali, targeting 5,000 vulnerable beneficiaries—specifically single mothers enduring severe financial distress, persons living with disabilities, and the elderly.

Specifications and Turnkey Unit Requirements

The tender document specifies standardized, turnkey residential units engineered to provide safe, dignified shelter for families currently unable to access conventional commercial mortgage financing:

  • Unit Layout & Core Amenities: Each standardized unit will be a flat concrete or timber-hybrid structure measuring approximately 400 square feet, featuring a dedicated single bedroom, an indoor water-closet toilet and bath, fully installed ceiling panels, ceramic floor tiling, and a basic built-in kitchen cupboard and counter unit.
  • Contractor Pre-Qualification Mandates: Participating building contractors must provide verified documentation demonstrating financial capacity, proposed financing schemes, a comprehensive inventory of operational machinery, detailed site layout drawings, a time-bound work schedule, and a roster of qualified supervisory personnel.
  • Material Specifications: Bidders must submit complete statements specifying construction methodology, engineering techniques, and structural material choices, including technical certifications for any proposed imported materials.
  • Submission Deadline: All completed EOI submissions must be tendered to the CH&PA procurement board by 3:00 PM (15:00h) on September 21, 2026.

Selection Criteria and Regional Oversight Committees

To ensure that the subsidized units reach genuine cases of acute destitution, authorities are drafting specialized screening mechanisms to govern admissions:

  • Regional Committees: Specialized regional vetting bodies will be established across administrative regions to assess applicant conditions on the ground.
  • Men on Mission (MOM) Pipeline: Eligible beneficiaries will also be drawn directly from existing hardship databases, including vetted applicants who sought urgent housing assistance through the government’s Men on Mission (MOM) social initiative.
  • Decentralized Footprint: Construction will take place on individualized plots across communities nationwide, tailored to the land tenure status and residential location of each beneficiary.

The 5,000-unit social welfare target represents a cornerstone component of the administration’s broader macro-housing agenda, which aims to deliver 40,000 total housing solutions to Guyanese citizens before the conclusion of its second term in office.
