The Guyana Civil Aviation Authority (GCAA) has officially launched its E-Services Aircraft Landing Permit Portal, marking a significant milestone that signals another major step toward digital transformation and enhanced efficiency in public service delivery within the aviation sector.
The launch, held on Monday, was the result of months of collaboration between the GCAA and the National Data Management Authority (NDMA) and forms part of the government’s wider Electronic Data Management System (EDMS) project, which began in 2024.
Delivering remarks, Minister of Public Utilities and Aviation, Hon. Deodat Indar, described the online platform as a “game changer” for the aviation industry.
“It is a step in the right direction because once one aspect of service that interfaces with the aviation world is offered by the Civil Aviation Authority and it works well, the rest of the services will creep in,” Minister Indar stated.
He explained that the EDMS project is built around several modules aimed at fully digitizing the Authority’s operations, including the modernization of aviation legislation to align with global standards.
“We had to update our principal aviation legislation to make sure that all the things that a modern world and a modern aviation sector would have are in place,” he added.
The first phase of the project focused on electronic filing, converting over two decades of paper records into digital format. The second phase introduced a Human Resources Management Information System (HRMIS) — now 95 percent complete — allowing staff to manage payroll, leave, and performance records digitally, with payslips sent via email or WhatsApp.
The third phase, soon to be completed, will enable online applications for drone operations, streamlining the process for the increasing number of drone permits being issued annually.
Director General (Ret’d) Egbert Field lauded the initiative as a transformative milestone in the Authority’s modernization efforts.
“It demonstrates our unwavering commitment to ensure that public services are both accessible and efficient for all stakeholders,” Field said.
The newly launched E-Services Portal allows aircraft operators worldwide to apply for, process, and receive landing permits electronically, eliminating the need for hard-copy forms, manual approvals, and physical signatures.
The move reinforces the GCAA’s commitment to modernization, transparency, and service excellence, and positions Guyana as a regional leader in aviation digitalization.
