Muhammad Rahham, who served as an observer with the American Chamber of Commerce (AmCham) during Guyana’s 2020 general and regional elections, returned to the witness box on Tuesday for cross-examination by defense attorneys Nigel Hughes, Anderson, Ronald Daniels, and Darren Wade.
Attorney Wade questioned Rahham about whether he had observed former Minister Volda Lawrence tabulating Statements of Poll (SOPs). The witness responded that he could not say, noting he did not recall seeing Lawrence participate in the tabulation process.
When asked if he could confirm irregularities in Region Four, Rahham admitted he could not be certain. Under further questioning, he acknowledged that information he had received about an individual being found with a flash drive was passed to him by a non-observer. However, after five years, he could neither recall the source nor verify the accuracy of the claim.
Pressed on whether he had evidence against the defendants attempting to deceive the electorate, Rahham answered “no.” He further conceded that he did not observe any of the defendants editing documents. However, he had witnessed a declaration being made, without being able to state if it was false.
Attorney Daniels also highlighted that in his observer role, Rahham made no contributions outside his official remit. He confirmed there was no formal introduction or identification parade with the defendants. When challenged on whether observers in 2020 acted disruptively, Rahham said he could not recall. He also admitted that much of his testimony relied on his written statement rather than independent recollection, given the passage of time.
The witness confirmed he made notes during his time at the Region Four office, but those were never submitted to the Guyana Police Force or the Guyana Elections Commission (GECOM).
The charges in the high-profile case stem from investigations into the disputed March 2020 general and regional elections. Several former GECOM officials and political operatives face 19 conspiracy charges alleging attempts to manipulate the outcome. The prosecution has indicated it intends to call about 73 witnesses in support of its case.
