
Georgetown, Guyana – September 25, 2025 – The ghost of Georgetown’s failed parking meter project has returned to haunt Guyana—this time on the international stage. On September 29, 2025, the International Centre for Settlement of Investment Disputes (ICSID) in Paris will open hearings in the explosive case of Smart City Solutions Holdings Inc. v Co-operative Republic of Guyana, where the country faces a staggering US$100 million claim.
The abandoned contract, signed under the former APNU+AFC Coalition Government, collapsed after fierce public protests, but the legal battle never died. Now, with taxpayers’ money on the line, Attorney General Anil Nandlall is leading Guyana’s defense alongside Washington-based powerhouse law firm Foley Hoag.
To bolster its case, Guyana has lined up heavyweights: former Minister Ronald Bulkan, ex-City Councillors Malcolm Ferreira and Bishram Kuppen, and even a former Chancellor of the Judiciary, who will testify as an expert witness.
The tribunal, chaired by Dr. Campbell Alan McLachlan KC of New Zealand with arbitrators from Germany and Argentina, will decide whether Guyana must pay up—or whether Smart City Solutions’ billion-dollar parking dream ends in legal defeat.
