13TH SITTING OF NATIONAL ASSEMBLY SET FOR MONDAY, NOVEMBER 3 – PRES ALI

President Irfaan Ali has officially issued the final proclamation for the resumption of the 13th sitting of the National Assembly, set for Monday, November 3, 2025, marking the official return of parliamentary proceedings following the dissolution of the 12th Parliament on July 3, 2025, ahead of the September 1 General and Regional Elections.

In a statement on Thursday afternoon, the President announced that, in keeping with Article 69 (1) of the Constitution of the Cooperative Republic of Guyana, the new session will be held at the Arthur Chung Conference Centre (ACCC) in Liliendaal, East Coast Demerara.

“It is provided by Article 69 (1) of the Constitution that each session of Parliament shall be held at the place in Guyana and shall be held at the time the President shall appoint by proclamation,” the President declared.
“I do hereby appoint the Arthur Chung Conference Centre the place where the first session of the 13th Parliament shall be held,” the proclamation stated.

Under Article 67, the President is constitutionally required to appoint a time and place for the new session within four months of Parliament’s dissolution.

The People’s Progressive Party/Civic (PPP/C) will form the majority in the new Assembly with 36 seats, followed by We Invest in Nationhood (WIN) with 16 seats, A Partnership for National Unity (APNU) with 12, and the Forward Guyana Movement (FGM) with 1 seat.

During the inaugural sitting, members of the 13th Parliament will take the Oath of Office, and a Speaker of the National Assembly will be elected.
Clerk of the National Assembly, Sherlock Isaacs, confirmed that the names of all 65 Members of Parliament have been submitted.

Political commentator GHK Lall had previously questioned the President’s delay in announcing the sitting date, but the proclamation now clears the way for parliamentary business to resume.

The 13th Parliament will officially convene at 2:00 p.m. on Monday, November 3, at the Arthur Chung Conference Centre, where much anticipation surrounds the first round of debates and discourse in the new legislative session.
