GEORGETOWN, GUYANA — With only 48 hours remaining before the International Court of Justice (ICJ) begins oral hearings on the border controversy, Leader of the People’s National Congress Reform (PNC/R) Aubrey Norton has launched a scathing critique of the government’s diplomatic posture. Norton is calling for an immediate overhaul of Guyana’s foreign relations plan, arguing that the current “belated” response to Venezuelan provocations is jeopardizing national security and regional influence.

The call for a strategic pivot follows a recent “diplomatic offensive” by Venezuelan Acting President Delcy Rodríguez, whose use of a map brooch incorporating the Essequibo has sparked outrage across the Guyanese political spectrum.


The “Brooch Diplomacy” Fallout

The PNCR Leader pointed to Delcy Rodríguez’s recent visits to Grenada and Barbados as a clear example of Guyana being outmaneuvered in the regional diplomatic space.

  • Strategic Foresight: Norton described President Irfaan Ali’s recent letter to the CARICOM Secretary General as “too little, too late.” He argued that while the letter was necessary, it lacked the strategic foresight to prevent the visits from occurring as they did.
  • Economic Dependency: Norton warned that Venezuela is effectively using its oil wealth to create economic dependencies within the Caribbean. He asserted that Guyana must counter this by leveraging its own growing economic stature to build deeper, more resilient alliances.
  • Proactive Diplomacy: “You can’t wait until Venezuela takes an action and then respond,” Norton told Nightly News. He stressed that Guyana should have been consistently engaging these regional partners long before the brooch incident to ensure they were fully briefed on Guyana’s position.

An “F” Grade for Foreign Relations

Assigning the ruling PPP/C an “F” grade for its handling of the territorial claim, the APNU Chairman highlighted several areas where he believes the government has failed to lead.

  • Latin American Strategy: Norton recalled his late-2023 advocacy for a robust diplomatic push into Latin America and the Caribbean. He criticized the administration for failing to implement a coordinated plan to sensitize these nations to the legal and historical merits of Guyana’s case.
  • Internal Coordination: The Opposition Leader argued that the government’s refusal to fully activate bipartisan parliamentary committees has resulted in a fragmented national message to the international community.
  • Public Awareness: Norton emphasized that a comprehensive plan must include raising international awareness to prevent “misunderstandings or concessions” that could be detrimental to Guyana’s sovereignty at the ICJ.

The Road to the ICJ

As the legal teams prepare for the May 4, 2026, hearings in The Hague, the domestic debate over “how” to defend the Essequibo continues to intensify. For Aubrey Norton, the defense of the nation is not just a legal battle at the ICJ, but a continuous diplomatic war being fought in the capitals of the Caribbean and Latin America.
